BHL Collection development policy topics for inclusion:
Scope
- Based on traditional natural history libraries w/ fluid boundaries; "broadly-construed library". Provide rationale for existence of peripheral content; more circumstantial, not sought out.
- Esp. early taxonomic literature published in journals of a broader scope than is the practice today. BHL does not scan volumes in isolation but rather seeks to provide the complete set of volumes of any given title
- Show BHL collections diagram
- Provide definitions of "biodiversity"(wrote up a definition for our collections policy and sent to Bianca via email 2/25/2011-RAE), see Biodiversity and Heritage Definitions>
- Current focus on "Legacy literature", bulk of material is pre-1923, i.e. in the public domain
Types of Materials
- scholarly and "general science" materials OR "intellectually significant" content (from http://www.lib.utexas.edu/admin/cird/policies/subjects/framework.html) OR "popular treatments of complex scholarly topics for non-scholars"
- formats: books, journals

Incorporation of content from non-BHL member libraries
- Rationale: Expand our collection; acquire materias otherwise unavailable in BHL member libraries; only materials that satisfy quality standards, i.e. not Google scans
- ingesting freely available content from the Internet Archive; not as focused; duplication
- Note: internal policy should specify that we only bring in content into the portal that has MARC records, unless of course as in the case of BHL-China content, we decide to make an exception [Explanation of what happens to items that get uploaded to IA w/out MARC records from Mike L.: The scans aren’t in BHL, because we don’t ingest items without MARC records. So the scans are “stuck” at IA. Each MARC XML file will need to be uploaded (one file at a time) to the appropriate item at IA. Once the files have been uploaded to IA, the items will be ingested into BHL as usual. In order to perform the uploads, I need the MARC XML files, and a list that cross-references the MARC XML files with the appropriate IA identifiers].

Selection Considerations
- Prioritization of scanning: titles prioritized for having a high concentration of taxonomic names, see BHL Priority Titles; requests from users
- "intellectually significant" content that is not necessarily "scholarly", Pre-Linnean works
- public domain content
- special handling: something similar to "Many factors, such as the condition, location, or rarity of the item(s) requested, contribute to the speed with which we can fulfill requests. Particularly with rare or oversized materials, the digitization and handling costs are often prohibitively expensive. If and when funding becomes available we will consider requests for rare materials within our queue." from standard request response email

- we have agreements with publishers to provide post 1923 content

!!! post 1923 content in BHL for the following reasons (from deaccession public wiki page):
- We have received explicit permission to provide the content online from the copyright holder. Please see our list of titles for which we have obtained permission.
- U.S. federal government works are in the public domain.
- Works in which copyright was not renewed, according to the Stanford University Copyright Renewal Database
