Current OCLC BHL file:
BHL_UTF-8.txt
OCLC Guidelines:
Yes, the knowledge based is the primary backend service for managing holdings in WC. For open access collections libraries typically do not need to make a discreet local collection.

Ahhh. So the file you shared with me is what OCLC makes available to libraries as the BHL holdings. And does worldcat.org, WorldCat Local, WorldCat Discovery also make use of the file?

Hi Adam,
In cases where a collection is customizable libraries can export these files, make changes within a spreadsheet to reflect their holdings and reload that file as a discrete collection in their KB to reflect and set their specific holdings.
Thanks,
Bill

Hi Adam,
I thought that it would be helpful to provide you our current export file for your set. Note that we have not completed our export output in KBART II format yet but that is coming. I do not have a date for that yet.
Regards!
Bill

Hi Adam,
I enjoyed speaking with you this AM and hope I was able to help at least a little bit.
OCLC KB data policy is that we do not change provider data but rather we have adopted the KBART recommended practices and designed our resolver platform to conform to the standards. A number of risks and pitfalls are avoided in maintaining the standards and keeping our policy to not change provider data, a few of which include errors in matching update files and issues with maintaining linking syntax.
I have included a copy of our formatting guide which contains some additional reference material that may be helpful in making your case within your organization. Please see the white paper that OCLC and a number of libraries, data and service providers participated and published last fall.
https://www.oclc.org/content/dam/oclc/reports/data-quality/215233-SuccessStrategies.pdf. The white paper has some recommended best practices concerning data quality that may also be helpful.
I looked at your example file again and noticed that you have ‘NA’ listed in some fields in both monograph and serial records. NA is not an acceptable entry and those fields should be left blank.
Thank you,
