1. Method of joining CrossRef

DOIs: Tom has been doing some research and there are 3 options, some complex. A membership for BHL as signatory means an agreement must be signed by all members. If Smithsonian joins, it can happen quickly and the Smithsonian has reasons other than BHL. Chris noted that we need to be sure that BHL is a separate project with regard to BHL. MBL already has a membership.
Martin could initiate SMithsonian membership and makes it clear that BHL is a separate project.

HOw do the membership? Multiyear membership and split cost BHL and Smithsonian.

How do we assign DOIs?

Discussions can then continue on how to assign DOIs and possibly a pilot project once we have membership. Could also use MBL membership. Need guidance from Cross-Ref on what is the best way for us to deal with this as a consortium. But BHL isn't a legal entity. Cathy noted that you become a publisher when you join cross-ref. They are not particularly library-friendly.

ACTION: Tom will email Ed Pence and Carol Ann laying out the issues and asking for suggestions on how to deal with BHL.
Tom wants this to be quick and low overhead.

ACTION: Chris will write a blog post asking people to weigh in on what level to assign DOIs.

BIREME and ASU pay $1 per DOI. Chris was quoted $0.15. Perhaps based on revenue.

2. Long-range planning
Last call Chris raised the problem of what do we do when MacArthur runs out? Cathy, Tom and Nancy Gwinn met last week. Tom is preparing 3 scenarios: hibernation, maintenance and growth. Tom will prepare operating costs and a set of assumptions for each scenario. This will provide a baseline for discussion and what is realistic to expect. Source neutral. Tom will have this ready by the end of this week. This will begin the planning efforts and defining what will happen in the summer or fall of 2012. This should encourage us to locate funding. Cathy and Nancy considered funding sources. Cathy wants to find a way to get larger chunks of money for the technical operation of BHL. Cathy also noted that we need to determine if there is an end in sight for BHL.

Sloane is interested in taking scanning to the next level---specimens.

Catherine Lee is new head of IT at CalAcad and is interested in the Connecting Content grant.

3. Citebank: Chris reported that they went through all the open issues. Nov 22 will be date to load production data and then on Nov 24 or 29 can send Citebank for internal review.
