BHL-Europe Evaluation
In October we got the evaluation results and several pages of comments for our BHL-Europe proposal. As an overview, I will present a summary of the comments we have to consider for the revision of the proposal. The aspects below are selected particularly, as they might be of interest for the BHL community. Any suggestions are welcome:

- The budget and the internal resource allocation needs to be revised, also to take the proposed community funding of 3.400.000 EUR into account.
- The labour effort must be re-balanced. The Work Package and Labour Effort Overview must be modified.
- The proposal fails to specify the concrete technical steps required to achieve interoperability of data.
- The proposal provides limited added value because it fails to demonstrate sufficient awareness of state of the art technologies, in particular in the area of semantic interoperability.
- The proposal remains vague in the areas of interoperability and the description of the technical approach, e.g. the specificities of the development of the taxonomic intelligence tool. The part "Expected results" specifies "the integration of Taxonomic Intelligence Web tools" , please could you provide more details about this crucial technical part.
- In the structure of the consortium, it is not clear if a group of end-users is involved or will be involved in the process. Moreover, the target users are described in a generic manner. It's essential to develop with more details the description of the part "user requirements". Furthermore, the consortium does not involve standardization bodies.
- The relevance of the material selected (scientific literature) with regard to the different user groups, in particular the general public, has not been sufficiently addressed.
- Concerning the content, please could you provide more details about the content already digital and the data not yet digital. The methodology for the selection of the content is not given.
- In the proposal, no clear business model is present.
- Please provide an elaborate structure about the sustainability of the project after the end of the grant agreement and the Community funding.
- Regarding the multilingual indexes, please provide explanation (if necessary with an example) about re-use of the tools from BHL "global" in the BHL-Europe project, without or with overlapping of the "semantic and ontological sets".
- The item "capacity building in the developing world" must be explained. Please add specific relevant examples.
- Please could you adapt the list of deliverables.
- The core part of the DoW should not exceed 50 pages (in the proposal we have received 65 pages).
